About the Joint Venture

This role is part of a strategic initiative between Rising Technology, a forward-thinking Indian firm working at the intersection of innovation, infrastructure, and public policy, and InnoPraktika, a Russian non-governmental development institute focused on science, education, and international cooperation.

Together, these organizations aim to build a knowledge-driven bridge between India and Russia, enabling collaborative research, thought leadership, and public sector innovation. This joint venture provides a unique platform for professionals passionate about global affairs, diplomacy, and nation-building.


Role Overview

We are seeking a driven and mission-oriented Administrative & Public Policy Operations Officer to support the execution of bilateral programs and operational management at our New Delhi office. This hybrid role blends hands-on administrative coordination with exposure to high-level public policy projects and international engagement.


Key Responsibilities

🗂️ Operations & Administration

  • Oversee day-to-day office operations including logistics, documentation, and vendor coordination.

  • Manage scheduling, travel arrangements, procurement, and basic office finances.

  • Ensure smooth functioning of the office in compliance with internal procedures and standards.

📚 Policy & Research Support

  • Support the preparation of policy briefs, background research, presentations, and official correspondence.

  • Assist with monitoring of public policy trends relevant to bilateral interests and collaborative projects.

  • Contribute to drafting reports and stakeholder communications for ongoing strategic initiatives.

🤝 Stakeholder Liaison

  • Coordinate with internal and external stakeholders including think tanks, government bodies, academic institutions, and private partners.

  • Act as a communication bridge between Indian and Russian teams to ensure alignment and progress on shared objectives.

  • Help organize bilateral meetings, conferences, and collaborative events.


Who You Are

  • Detail-oriented, structured, and able to manage operational logistics with professionalism.

  • Strong grounding in policy research and international affairs.

  • Effective communicator — both verbal and written — comfortable interfacing with high-level stakeholders.

  • Thrive in a cross-cultural, collaborative work environment with energy, discretion, and initiative.


Required Qualifications

  • Master’s degree in Public Policy, International Relations, Political Science, or a related discipline.

  • Minimum 1 year of experience in a think tank, policy institute, or similar setting.

  • Strong command of Microsoft Office Suite and digital collaboration tools.

  • Professional proficiency in English (Hindi and/or Russian language skills are a plus).

  • Based in the NCR region and available to work full-time from the Saket office.
